"10 p.m. on Sunday night". On this Sir F. Lugard directed me to call upon the Captain Superintendent of Police for an explanation. Mr. Badeley's explanation was in the following terms (extract from minute (7th. November, 1908) in the file) :- "There were two "attacks in the Western District during the day, but nothing in "the nature of a general organised riot occurred till evening "after I had left my quarters to go to dinner. Police did not
"know where I was dining but r. T. II. King who came over from
"Kowloon as soon as he heard of the riot, happened to know where
"to find me and telephoned me on his arrival at Central".
Captain Lyons and Ir. Wodehouse (Deputy

happened both to be on leave. The only other Executive Officer of
Police was therefore kr. King, & Probationer at that time acting
as Assistant Superintendent of Police for the first time. With
tae Staff thus depleted and at such a juncture the Police made no
report to the Head of the Force and when the disturbances of the
day culminated at night in riot they did not know where to find
him. I drew the attention of the Governor to this point in the
following terms (minute of 7th. November, 1908):- "The Police "should have reported to the Captain Superintendent of Police the "occurrences during the day on Sunday which were certainly of an "unusual nature. Had this been done it is conceivable that the "Captain Superintendent of Folice might have taken some precaution "against spread of the riotous disposition and he would certainly "have let the Police at the Central Station know where to find "him". Sir F. Lugard did not however take any notice of the matter. There is always danger of riotous disturbances in a City like Victoria inhabited as it is by some 220,000 Chinese. Chinese in their normal state are docile. But are subject when gathered in crowds to violent excitement. They then become very difficult to control and this danger led me when ir. Badeley was serving under
